- Heat the oven to 350 degrees F. Line a 9-by-9-inch baking pan with nonstick foil or parchment paper, leaving an overhang on opposite sides for easy lifting. Place the semi-sweet chocolate chips in a large microwave-safe bowl and microwave for 1 1/2 to 2 minutes. Let the bowl rest for 2 minutes, then stir until the chocolate is completely smooth.
- Add the butter, granulated sugar, brown sugar, vanilla, and eggs to the melted chocolate and stir until well combined. Sprinkle the flour, salt, and cocoa powder over the top, then whisk gently just until no dry streaks remain. Fold in the milk chocolate chips.
- Scrape the batter into the prepared pan and smooth the top. Bake for 35 to 40 minutes, until a toothpick inserted in the center comes out with a few moist crumbs. For chewier brownies, bake closer to 40 to 42 minutes; for fudgier, gooier centers, start checking around 35 minutes.
- Serve warm with vanilla ice cream and hot fudge sauce, or cool completely in the pan on a wire rack before cutting into squares. If you prefer a warm, chewy slice after cooling, microwave individual brownies for about 20 seconds.

Use room temperature eggs to help the batter come together smoothly. If you only have salted butter on hand, reduce the added salt to 1/4 teaspoon.
For a s'mores twist, fold 1 cup mini marshmallows into the batter just before baking.
Swap the milk chocolate chips for white chocolate chips or chopped toasted nuts to change up the flavor.
Store leftovers in an airtight container at room temperature for up to 4 days, or freeze for up to 3 months.
Line the pan with parchment overhang so you can lift out the entire slab and cut neat squares.
